Can someone help me out with my signup page - having a tough time with alignment!

Can anyone help me out with my signup page - having a tough time with it - I'm not to good with HTML so can someone explain briefly how I would get the sign in box a bit higher and to the left of the page?

At the very top of the index.tpl is there a section for 'padding' ? Might can adjust that.
