Error on Pay Invoice

I get this error when I test an account in paying for an invoice inside CE member area. This is what I get:
"Warning: Invalid argument supplied for foreach() in /home/church/public_html/billing/modules/billing/actSendToBill.php on line 54"

Any ideas?
